On February 4, 1968, the Presbytery of New Jersey, in a communication to the upcoming Thirty-Fifth General Assembly, acknowledged that it had erred in licensing Mr. Richard L. Horner on June 7, 1966, before he had sustained a second examination in theology. Mr. Horner subsequently received a call to serve as pastor of Calvary OPC in Cranston, Rhode Island, and passed his theology examination for ordination before the Presbytery of New York and New England. He was then ordained and installed as pastor of Calvary Church on April 14, 1967. The Presbytery judged that since Mr. Horner had been sustained in theology by the Presbytery of New York and New England no further action was needed.
Mr. Horner would go on to serve in OPC gospel ministry for forty years until his retirement in 2007.
